Displacement Avoidance Project
EB PREC's Displacement Avoidance Project (DAP) was a three-year program that worked to prevent displacement across Deep East Oakland and help ensure that longtime residents are #Here2Stay. Our organizers connected with thousands of residents in Deep East Oakland over the life of the program.

DAP built on decades of activism in East Oakland, including the recent East Oakland Neighborhood Initiative (EONI) which was formed in 2017 to develop a new vision for East Oakland neighborhoods historically impacted by redlining, injustice, and divestment.
The process focused on deep engagement in six East Oakland neighborhoods: Highland/Elmhurst, Sobrante Park, Melrose, Brookfield Village/Columbia Gardens, Stonehurst, Coliseum/ Rusdale/ Lockwood/ Havenscourt.
DAP was supported by California Strategic Growth Council’s Transformative Climate Communities (TCC) Program with funds from California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities.

While the DAP has ended, we have made a collection of materials available to support any organizations who are designing and implementing anti-displacement programs of their own (please note: these materials will not be regularly updated). We have separated material into 3 folders:
Templates/Sample Documents: Documents and tools to support your outreach and organizing efforts. Make a copy and customize documents according to your needs. You will find instructions in each document on how to use it.
Housing Rights/Resources: Information on CLTs, some sample tenant rights and more that can be printed and/or shared digitally with your audience. Take caution as some materials may only be relevant to Oakland or CA.
Outreach Material: In this folder you will find examples of promotional graphics our team created or used in our work on the ground to serve as inspiration for your own outreach work.
